The 123 AGREEMENT

On 18 th july 2005,our prime minster mr.manmohan singh meat with mr. bush at Washington for the purpose of indo-us nuclear deal and after that this deal becomes a national problem ,and till now it is a problem ,because it is bilious for most of us.
why India needs this deal:
1.There are acute shortage of natural uranium production.
2.Nuclear power from the imported light water (LWR)would be additional to the India's indigenous programme.
3.For Indian nuclear scientists this can be welcome relief from Nuclear Isolation and embargoes.

The indian nuclear power programme became virtual standstill after the pokhran test in 1974.By 1990 we could reach fully maturity in pressurised heavy water reactor (PHWR)technology but unfortunately problem started to crop up. 1991-96 was the worst period for Department of atomic energy (DAE ) and Nuclear power corporation india ltd. (NPCIL).and we had to wait till 1998,pokhran || become amatter of total national pride .The generating power performance gradually went up to 90% by 2002-03.But this could not be sustained .a mismatch between the supply of fuel by UCIL (uranium corporation of India ltd. ) and demand triggered by india's first expanding nuclear power programme caused drastic fail in generating power performance .
This however does not justify the hype for nuclear deal for getting imported uranium from Nuclear supplier's group(NSG) countries for two reasons.
1.NSG is a group of nuclear supplier countries which seeks to contribute to the non-proliferation of nuclear weapon(of which India is not aparty )through the implementation of guidelines for nuclear exports and nuclear related exportes. The NSG guidelines are implemented by each participating government in accordance with its national laws and practices.So, it would not be acakewalk.
2.UCIL is going to invest Rs. 20 billion for five new projects.so ,the supply problem may be solved indigeneously also.
we have a very ambitious nuclear power power programme .By 2052 it will consist 20% of our total power through about 75 reactor .but there are two points:
1.if othere then the alredy negotiated 2 GWe LWR ,no other import is effected , then the installed capacity would be 200 GWe instead of 275 GWe by 2052. That means the projection is largely based on our three stages indigenous programme where import constitutes an insignificant part.
2.To state that nuclear deal through imported fuel ,and imported reactors will ensure energy security/independence can only come from indigenous sources of fuel and technology.
If the prime Minister's assurances are correct then India would be recognised as a de facto nuclear weapon state and there is a possibility of our admission to the NSG.All these sound very good .But will the deal give the such mileage ?There are lots and lots of apprehension in view of past track record of USA.India have very less amount of naturally occurring uranium .But we can create it with the help of thorium, which is in abunduntly available . Luckliy we have got a huge Thorium reserve which can solve our energy problem for along time to come.If we add our advancement in Thorium technology then there is no reason why we should not be the world leader.

Why USA need the deal:

Usa is the only super power of the world . Why they should go for a deal with a country who are
*are not a member of NPT which USA promotes the most .
*technologically capable in nuclear but are some how crippled to use there for lack of resources - the fuel.
*at list on paper : till date commited to no alignment.

USA promised them to supply fuel and technology why ?
We find reason for it.
1.To close the mismatch between human resources demand and supply required for the nuclear renaissance in the USA.
2. To ge India into the non-proliferation regime which they tried but failed for last 35 years.
3.TO get India into the Fissile Material Control Regime - FMCR.
4.Strategic alliance with India.a rising power.
5.To get balance of power in Asia and in the world further in their favour.
6.For promotion of clean nuclear energy. as a solution of environmental pollution and global climate change.
7.The grease lubricating the nuclear deal is the prospect of multi billion dollar contracts , not just for nuclear reactor but also for the arm purchaes.

A very serious problem with respect to the agreement has been the extreme emotionol attachment to the deal developed by those who have been involved in the negitiations , that they fail to see the limitations and the constraints.The 123 agreement does not comply with of assurances given by the Prime Minister to the Nation.

So just wait and watch .
